Option to Navigate menus with Arrow keys

Suggestion to add an alternative means to navigate menus:

It boils down to getting things done faster, especially those using a laptop as well. This would be super useful for example in the Report windows. Such as being able to press TAB to jump from Overviews to Letterbox etc. You could keep pressing tab and it will wrap around back to Overviews. Then use arrow keys to navigate the list of info pages you can access.

Currently if you try to use arrow keys the background map scrolls which is distracting to say the least. The Page up and down keys could also be used for scrolling within the window, again might benefit laptop users.
