Bonus card and Interior Council Director

Sorry for reposting this thread here after posting it in the general section, but HansLemurson suggested it could be a bug and so here is the question.

Right now there no way to play a Bonus Card on an Interior Council Director to improve relations with him, because he is not supposed to play the card on himelf.
In this specific situation shouldn't the Secretary be the one who plays the card on the Interior Council Director?

There a few Stratagems that will work on him (like Hero of the Nation), but yes in general this guy requires a different approach to keeping him happy.
