When do the NKVD divisions activate?

AFAIk there is only one NKVD division which in the Baltics. And it is activated on turn 1.

In Version 12.05 there is one just east of Kiev, and two adjacent to Leningrad.

mouse-over them to show how many turns they are frozen. Or look in the editor. Or CR with "Frozen" filter activated

I looked in the CR and if I am reading it right, they will unfreeze on turn 7.

One at Riga and another one hex NE of Kiev minor. That Division activates around turn 5ish if I remember correctly(been awhile since I played.
