Here's an interesting situation with MPPs. I compared the number of MPPs available in Germany (on the map) at the beginning of the 1939 campaign to the number of MPPs collected by Germany at the end of the first turn and found a difference that I can't explain.

At the end of the first turn, in the 39 campaign, Germany collects 142 MPPs (not including MPPs from Norway and Sweden and not including any captured MPPs from Poland). Totaling all MPPs in cities, mines, and ports in Germany I count 233 MPPs (rounded to nearest whole mpp). Germany has a 50% industrial modifier at the beginning of the campaign so 117 MPPs should be available for collection in Germany (233 x 50% = 117 MPPs, rounded to nearest whole MPP).

Slovakia is Germany's only minor at the beginning of the campaign. Slovakia has 14 MPPs. Those MPPs are assigned a 100% industrial modifier, so add them directly to Germany's MPPs. Germany's 117 MPPs plus Slovakia's 14 MPPs equals 131 MPPs.

Germany collects 142 MPPs at the beginning of the campaign but only 131 MPPs are shown on the map. Does anyone know where to find the missing 11 MPPs? Actually it's 22 missing MPPs because the industrial modifier is 50%. Maybe I'm not completely understanding understanding MPP calculation. Or maybe I'm the only one who worries about this sort of thing, haha.

Understanding MPP collection is important. For example, what's the value of investing MPPs into Industrial Technology? According to the manual, German Industrial Technology increments 15% per research level. That's 15% of the base. But what is the base? My guess is that the base is the 233 MPPs that I counted in Germany. Slovakia is a colony and therefore not part of the base.

Hi LoneRunner,

I didn't go through all the resources but I believe you may have missed Danzig which is technically under German control at the beginning for game play reasons which should add another 10 MPPs. There could be 1 more MPP in there depending on how things are rounded and/or when the IM is applied, e.g. when the calculations are performed. For example I believe the IM is applied per resource as things are added up and not at the end.

For the research applicable to the IM, the base would be whatever the base value of German resources is (which you found to be 233 MPPs), and at Level-1 instead of the base being multiplied by 50%, it would be 50+15=65% of the base.

Thank you Hubert. I didn't realize Danzig was controlled by Germany at the start. Makes sense.

If I understand correctly, a major's base can never be increased regardless of conquests. For example, Germany's base is 233 MPPs (if I counted correctly) and will stay at 233 MPPs (or less depending on bombing) even after conquering Poland and France.

The income received from purely German resources does increase as Danzig and parts of Poland will be annexed by Germany.

From then, the income received from these resources can only be increased via Industrial Technology research.
