Manual states you get 1d4 zone recon for each spy and this seems to work for just one or two of spies, but for more spies the amount of zone recon you get quickly spirals upwards. Exponentially?

There are other factors as well (including diplomatic relations and bonus%) and the algorithm itself seems sound.
