Exploit: Syndicate Governor

So I finally had a Syndicate pop up in a game. I decided to use the governor card because I was short on leaders.


I quickly found that I could keep playing it on the same city to generate as many leaders as I needed to fill the gaping holes in my ohqs caused by eager commanders getting shot up by freefolk marauders.


Additional bonus is the godfather got real friendly quick because every cast of the card was a relations boost.

Noted. I think this is a valid criticism. I am increasing the cost of the Stratagem from 5PP to 15PP. Still relatively cheap, but heck, you are recruiting more and more mafiosi into your Officer Pool if u abuse the Stratagem. Which might suit your purpose, but these guys are not the most reliable ones.
