No spying on cityless zones

Right now as you you conquer a city, you can't play other spying stratagems in that same zone.
Maybe it's meant to work this way, but it's quite weird since all enemy units you were aware of, disappear and you have no way to gather more intelligence.

The zone with the city should flip to your control on the next turn, with any hostile units in a newly created zone, like how rebels are spawned in a newly created zone within your own zone. If that is not occurring, then its probably a bug. It does mean waiting a turn after the conquest, however.

Unanticipated consequences of using spies against mutable zones. Don't expect this to be fixed. It's been reported previously.

Also, expect your last isolation/conquest of a major regime's last city to completely obfuscate their remaining forces and unnamed territory. There is no process to reorganize the major regime under a new zone without a city. You will be unable to assign spies to their remaining unnamed territory.
