Modding the rail gun

Has anybody added the rail gun to the game, via a mod? And if not, how difficult would this be to do? Thanks very much for any thoughts you can provide on this query.

Thanks very much, KnightHawk75. That is indeed a beginning -- we have the right ammunition; now all I need to do is figure out how to increase the range and a few other things!
