Can't log-on to Steam

Obviously, my games are on my steam account, WitE and WitW, and for the life of me as of two days ago I can't log on to Steam.

It "forgot" my saved password and when I attempt to get on via that stupid "click on the pictures with street lights" no matter how many times I get it correct it says,"Come back later as you might be a bot".

Ideas?

I don't use STEAM unleass I have no other choice but doesn't it save games on the local drive, only the game itself is on Steam? I'd reinstall locally and run form there.
