When upgrading units, I can upgrade everything to everything. This should be like this?
But more strange is that it's the same price if you upgrade sniper to KV1-41, or KV1-40 to KV1-41.

i agree, I think it would be good if units were upgraded at a differential cost rather than absolute.

I've never noticed the difference in purchase between a sniper and the other, but yes, you can upgrade and/or change anything to anything within the limits of your budget. If those prices are the same, grab the better deal. I, for one, am always on the lookout for better tanks, but hardly ever waste money on snipers since they don't seem to last long or hide very well - a couple of shots and they're toast.

It has a drawback:
If you buy a sniper and upgrade him to a tank, so the leaderratings will not change.
Say your sniper has:
Armour: 23
Infantry: 87
Artillery: 34
Your tank commander will have the same values!
