Any help on what the stratagem cards Security Outpost and View Point does for your zone?

Security perk gives some security points to zone Not sure on view Point.

View Point produces a Hex Perk in the zone played in. It produces 1 pop loyalty per turn.
So use it in zones that have low loyalty.
