Bug or bonehead?

One constant throughout this 91-turn game has been that my worker happiness will always go down, no matter what I do - or so it seams. After doing all sorts of pro-labor stuff and my worker happiness in Regina still plummeted 13 points, I decided to again dig into it.

This time, I noticed this oddity (see image below):
In the Regina zone report am accused of only paying 49% of my worker salaries in the zone of Regina.
Yet, the Treasury report indicates I paid them each CR0.02 for a total of CR696
There are 34600 workers in the public sector in Regina

So... 34600 workers x 0.02 CR/worker = CR692

So, what's going on??

Is this a bug in the game reports -OR- is this yet another bonehead misunderstanding by the player?

And here's the popup tool tip which doesn't indicate any worker happiness decline at all.

The only thing I can possibly thing of is if you're paying them less than the private sector is. I've never gone lower than a 0.03 salary and in my longest running game I've had to raise that to 0.05 across the board since the private sector is paying 0.04.

Absolutely no clue about the whole promise thing, though.

I wonder if the game maybe calculates income and expenses in such an order that when it comes time to pay these workers, you're actually out of cash, although you earn it back later in the turn.

How much spare money are you sitting on?

I don't think that is it since his report says he paid.
Favoritism is alive and well here.

If you only pay 40% of what you promise, their happiness will decline. That's the most important nugget of information you've posted. If they had been fully remunerated, happiness would have gone up 4. The worker happiness mouseover doesn't give you the full picture.

The part in the Treasury/Cash Flow report where it says "Given" I think is also theoretical. If you had the coin, you'd have given them 696 credits. Check that same report at the bottom and see if you have a positive or negative balance. Also, check your cash at the top. If it's zero (or low) then there's your answer.

No doubt the mouseover information should be fixed. However, until that time, I would rely on the city reports to see if your workers are getting paid.
