Italian subs only move into one port bug

Probably part of the same bug as the German sub in New York the Italian subs also dont lose any OP but also could only make one harbour stop.

Updated to 9U82 now it seems moving into one port consumes all your OPs no matter the distance and the OPS do disappear so probably working as intended. False alarm [:)].
