Beta 9U84 - neutral air units cannot load

Italy can embark land units when neutral, but cannot embark air units.

Guessing this is incorrect and a 'hang-over" from the change in Beta 9U7.

I think that the issue is that the game consider them "land units" (as the pop up tell to us), and that remains from the ban to move neutral units due to the "USA quick invasion" move.
