Its suffering from a 50% debuff in caliber modifier when the manual states than light plasma bolt has a pen value of 200mm.

You needed to scroll like one more inch down from the caliber matrix in the manual, it's working as designed.

Read carefully; it's not the caliber modifier, it's the armor type modifier. Plasma is 50% effective against metal armors.

Got it guys, tbh I knew about that section but since I've never used plasma or liquid armor in any game I had never seen it.
