Planet generation - Services economy?

One thing I always wonder if it's a bug or not is the economy distribution in the colonisation screen of planet generation.
I keep seeing planets that have long histories of being successful farming/mining worlds, but then the economy says "1% agriculture, 99% services". Is it just that the planets always develop past these economy sectors and end up as pure service economies in the end or is there something weird going on?
On the planet I'm looking at right now, it says there's humongous automated farms, lots of people settling as farmers, farming schools, cavern farms, etc, but aggriculture is only 2%. It also mentions valuable deposits and a mining ministry, but 0% mining.

Also, an unrelated thing I just noticed. I have a planet that was made the quadrant capital, but then 200 years later it says "the quadrant capital decided to put a penal colony on this planet". I guess it's possible that the planet stopped being quadrant capital in those 200 years, but getting events like the penal colony and the "idyllic commune who dreams of simple isolated life" should probably not be happening on a planet that used to be (or still is) a big capital world.

From what I have gathered Service Industry is based on population not employed in Agriculture and Mining. Those 2 have hard limits based on planet size and fertility, etc. So too get a planet that has a high percentage in agriculture you'll have to keep population down.
