Bug Report: 9U14 Europe 1939 Scenario

Something is wrong with the Gibraltar tile.
Ships can enter it from the Med but not pass through and ships cannot enter it from the Atlantic.

I think other scenarios are effected also. Just checked the 41 scen and it had the same issue.

I'll fix it.

I know what it is. I will have to remove the Western landing zone

I fixed the scenarios and removed the western landing zone. I will have to redraw Spain down there to make this work.
