Who conquers?

So I took the Montenegro capitol with an Austrian unit, but left a German cavalry in the city at the end of the turn. To my surprise the German flag is raised over the city (not Austria) and Germany recovered the plunder. It was my intention to give it to Austria (Austria needs MPP way more than Germany does). What exactly checks for owner/conqueror? Especially in the case where no unit is left there at the end of the turn. Is it unit proximity? In that case I may actually have to move some units AWAY from the city just to make sure it gets captured by the correct nation.

Like you said whatever unit is on the capital at the end of the captured turn.

I found this out quite by accident a while ago in a pbem. I had a joint operation against Serbia which was having its final stand around Uskub. The last blow on the defending corp there was done by an Ottoman unit which advanced and occupied the capital. The Ottomans got the plunder...which was a huge boon since the Nish RR link was still down.

The next turns onward, both my opponent and I got to see Serbia with the Ottoman shade of color. From a historical role playing perspective, it was saying to the world from Istanbul, "Hello Balkans, we are back!" [:D]

More weirdness: if there is a Convoy script for an overseas country, when it is conquered by anybody, the control and thus the convoy will go to the country in the script, not the one who occupied the capital.
