In my recent game playing as Axis I wanted to cut the Arkhangelsk arrival of supplies. For this I captured the city of Vologda effectively cutting the railroad that links Arkhangelsk with the rest of the Country/Capital. In WiE this is enough to stop the arrival of MPPs via the White/Barents Sea but was not the case in my game. The Soviets kept getting the MPPs via the Convoys. Is this suppose to work like this?

Yes, this is correct as the engine just checks for the port being in Allied hands. This might change a bit in future.
