Recruits sign-up bonus

Do you guys spend credits on the sign up bonus for recruits in the zone orders? I kinda find that I get enough recruits even if I don't pay any bonus at all.
I'm guessing this is different in multiplayer games?

Does the amount of free recruits you get depend on the zone's civilisation score? If not then I think it probably should. Higher civilisation score meaning more expensive recruits.

If happiness in the settlement is bad, you might have to give a sign-up bonus to get any significant number of recruits. Other than that, I don't see a need to bother unless there's an emergency that requires lots of recruits fast.

Isn't it a bit weird that you get more recruits with higher happiness? Who wants to join the army when you're content with your life?

I just checked the manual and it says that it's actually the loyalty value that counts. It's just that low happiness tends to drag that down too over time.

Alright, loyalty makes more sense. I still think that civilisation score should maybe have an impact, too, though. Higher quality of life leading to people not wanting to risk their life on a battlefield.
Recruits feel pretty underpriced right now, but maybe that's just me.
