To which you replied that you do not understand assembly language or hexeditors. That's fine but just because you do not understand something does not invalidate the information that was given.
The depot patches were created in 2017 by fans of the game with the help of the creator of the Dxwnd program. Since then the exe files have been scanned numerous times and used by hundreds of players. Certainly a file hosting server may get hacked and the files infected but as they were provided originally they were clean and made with the best of intentions.

FWIW, I bought the GE with Megas this time last year (I think??) and the DL had all the available patches already applied.

mainsworthy, I think you need to bring more proof other than stating on two different threads that the mod is a trojan. Is it opening ports? Is it doing anything malicious on your computer?

It's a fan made modification of mech.exe in order to get it running properly on modern systems. MatrixGames owns the game code and the right to make modifications to it. In fact any unauthorized modification of the game code is a violation of the EULA. However in this particular case MatrixGames seems to be tolerating the existence of the unofficial patch. That could change especially if someone starts spreading around rumors that it's unsafe.
Sure they could host the unofficial patch on their "secure servers" but why would they want to do that? The last time MatrixGames released an official patch for SPWaW was in 2005. The game is ancient and things are not going to get any better as time goes on. It's a liability for them as a business.
As for your fears regarding file downloads of the Internet. Yes, treat any file you download with suspicion. Scan it before running. By the way you can drop a file in VirusTotal.com to get a comprehensive scan using dozens of anti virus engines. Although it may produce some false positives too.

Well I haven't used Basic since the 80's but I could write a mech.exe patcher in C. In fact I had already written a small patcher to modify the unit movement delay animation. (Attached source file.)

They all have a free version available.
It does not need to be written in C though. Any language that can read and write the binary data should suffice. Then again if we are looking for an out of the box solution that requires no compiling it might also be doable using a PowerShell script:
