[1.06.10] Unusuable techs can be discovered/researched

Right now, you can't discover/research Methane Synthesis or Water Atmospheric Recomposition unless you're on a planet that allows the resulting buildings to be created. However, there are a number of techs that can still be discovered/researched but never deployed:

No surface water:
-Wind Traps
-Water Purification

No volcanoes:
-Volcanic Energy Tapping

No atmosphere:
-Propeller Engine
-Turboprop Engine
-Helicopter Engine
-Proppeler [sic] Engine Efficiency
-Jet Engine Efficiency
-Helicopter Design
-Thopter Design
-Jet Engine
-Thopter Wings
-VTOL Turbojet Engines
-Turbojet Engines
