The Germans actually destroyed the factories in Leningrad (because I forgot about german paratroopers). But as mentioned in another thread we realized that there was a bug in the events meaning that the Russians did not lose 15 % (5 % per factory) of their production.
As compensation, the Germans were allowed to take Typhoon for free, in the sense that the Russians were not allowed to attack during the 4 turns where the germans had 80 % shock.
