I often have to make a choice between attaching an infantry unit or an aircraft unit. Is there a recommended choice?

Well it depends what situation you're in! What difference is the infantry unit going to make vs the air unit?

It's more common for air units to be more powerful/crucial, and also often air units depend on the HQ for their supply (and thus morale and readiness on future turns) but if you have a bomber grounded from weather and in good supply, then there's no point using an HQ slot for it. Or if you know your corps/army is going to be ,almg a crucial strike (or being the bulwark of your defence) then it might be worth it.

Some prefer dedicated air HQ's [Kesselring is a good choice [8D]), freeing the other HQs for ground unit duty.

All HQ's are fundamentally the same. There is no 'dedicated air marshal HQ.

However, a lot of players will group a large group of air units geographically together, and place them under an HQ like Kesselring who has high ratings and within his command radius, for a specific mission like an operation against Malta for instance.

Its a bit ahistorical to see large balls of air units traveling around the map like some doom flying circus, but its pretty common in this game. Realistically, smaller groups of air units would be assigned to multiple army groups and the army group commander over them, and I've seen that too at least.

Last post above explained my original reasoning, but I have been on record as wishing for customized HQs for bonuses for air/armor/infantry/supply/morale/sieges, as well as admirals attachable to ships...
