That's because the air OHQ itself is staffed by a contingent 300 infantry. It would be better for them to focus on improving air-related skills, though. Commanding the actual air units used to train ground-related skills as well, but that was changed.
Not affiliated with Slitherine. They added it to my name when they merged the Slitherine and Matrix account systems.
