Start/Restore Hangup at "Setting Political Relationships"

Many scenarios repeatedly hang up on “Setting Political Relationships” in the Start/Restore a Game process. No error message appears – the process just freezes. At least half the scenarios are impacted by this problem. Barbarossa and Global War scenarios do not hang up. I re-installed the game as well as the updates and have rebooted system multiple times. The problem occurs with both Update v03.00.02.00 and Beta Update v04.02.00.00 (my current install). Please advise!

Got the same problem with hot patch 04.02.01.01. This affects "Missed the Bus", "Lebensraum", "Waking Giant", and "Brute Force".
