Usually that property works when the unit attacks... though possibly only when it attacks land targets, which of course a submarine will never do?

The de-moralization should apply when it attacks naval targets, so in addition to taking damage you should see the targeted vessel's unit morale reduced.

but after testing I did not observe any reduction in morale as a result of a submarine attack.[&:]
