Midway message issue?

Have a garrison in Midway, yet this?
Not sure if it is actually hindering anything, but doesn't appear accurate.

Hi Zerradio,

In the design we had to decide if we always show the message or only when it applies. It came down to the idea that if it only showed once it applied, then players would possibly not know that a particular hex like the one at Midway here, would ever have such an effect.

So long story short, while it doesn't appear accurate at this point in time of your game, it is indeed working as intended. At least for now.
