Political points creation

I'm struggling to create Political points (PP). This is my Supreme Command Council Overview. As you may see I have allocated 90% of all BP to Political Power task. In report there is line saying: "With 112 BP assigned to support Political Power we managed to create 155 ppPoints." However, at the beginning of a turn on the top bar there is only 33 PP's which I can use to play Strategems and to make decisions. Are ppPoints in Supreme Council Overview and PP's on the top bar same thing?

The calculation of the actual PP you get at the start of the turn is given in section 5.6.2.2 of the manual (pg. 208). Basically the PP points you get in the upper box are not the ppPoints generated by the Supreme Council, but the square root of such number, adjusted by a malus (the Prestige Damage) and a bonus (Political prestige), then you subtract a flat number based on the total number of SHQs you have.

There is a softcap if you spend more then 100 BP on any single council Task.
It used to be a hardcap, but going over 100 BP is still not that usefull.

But primarily this seems to be about "Bonus Political Points" vs "Real Political Points". As a general rule: "Real Points" = Square Root of "Bonus Points".
