[1.07.01] Major Regime ally not joining war (Friendship Pact)

I have an issue where a Major Regime I am allied with and who I've successfully played a Friendship Pact Strat card on is not going to war with another Major that I am at war with. I have probably been at war with this other Major for 10+ turns now. Any advice?
