Is the Adjacent Weather Zones feature enabled?

Reason I ask is that only one zone in vanilla (Arctic) uses this feature. Ostensibly it means that adjacent zones are more likely to have the same weather, I believe.

Yes it should work, it's just that full use of it hasn't been used in the design process.
