Oil Use Question

When I click on a unit, I see on the chart for the unit a number for oil expended. Say it 2 or 3. But what is that? If I move the unit I seem only to expect 1 oil point, not 2 or 3.

Oil using units use 1 oil to move and their oil use to attack.
