Yellow Difficulty and Complexity

I was browsing some of the stand-alone scenarios and some have Yellow Difficulty and Complexity bars and some have Green bars. Is there any significance to the color difference?

Some of them go up to orange and red--it's a visual indicator of the numerical value assigned by the scenario designer, ranging from 1 [Green] to 5 [Red], from lowest to highest difficulty and complexity.

But bear in mind that these are assigned by the scenario designers, and there's no objective measure for them. So some of the scenarios, especially those published by the community, have 1 Difficulty and 1 Complexity but are insanely huge and difficult scenarios, because the scen designer forgot to set those values properly.
