It will only take effect once the next update is released and once released should also correct it for games in progress.

I haven't seen any improvement in update 1.20[&:]

Hi Gilber,

I believe I see the issue. It allows you to select to upgrade, which previously it did not, but once you get to the upgrade window it shows 0 for all possible upgrade levels, are you seeing the same thing?

Apologies for this as the tests I ran missed this one issue directly for the Netherlands, I tested under a different scenario and it was working but obviously missed something that this specific case has revealed.

Thanks Gilber, I believe this is all sorted out now as I've tested against Dutch units specifically this time around and they can upgrade after going free.
