It looks like a U.S. Mark XIII torpedo. "Trench art" items were commonly produced by guys with machining skill and time on their hands. I've seen submarines and various aircraft in the hands of collectors. There may be no way of knowing who made it or why. It's possible that even if the OP's father never worked on Mark XIII's he had a brother/friend/neighbor who did or who served in a PT squadron or Avenger unit.
