Bug: Red fate stratagems hit the same zone

Red fate stratagems will hit the same zone over and over if played during the same turn.

This means that you can play a not-so-bad one, and if it hits an unimportant zone, you can chain play the really bad ones for great fate point gain.

This was last reproduced in v1.07.06.

Note that stratagems (like Assets, OOB's and other things) are are stored in the savegame when it is first created, so the version of hte savegame matters.
However this might be a rare case where the issue is in the executing code, not something stored in the stratagems.
