Bug while assigning too many losses at sea.

We had a battle in the Baltic sea, one side has only 2 french BBs, received XD3A.

One of them was destroyed after getting 2 D results, but the second one got 2 As, and the combat was hanged because there was no who to adjudicate the last A.
