CAP for free airbases

Is it possible for the phasing side to fly CAP despite no enemy fighters being in range and no actual missions are being performed eg flying CAP before reorg or Paratroop missions etc to get a free rebase of your fighters flying Cap?

I could see how it would be possible if enemy planes had the range to intercept the mission but can it be used as a loop hole to get a bunch of free air rebases ie fly to target hex then return to another hex effectively getting a double range rebase at no cost of action limits.

RAW:

A fighter flying CAP is attempting to anticipate an attack on a
threatened location. Generally, you should only use it if the target hex
is likely to need fighter protection and your fighter could not fly
interception to the hex. Of course, you may also want to use it as a
short range rebase.


But you will consume oil...

RAC deviation:
Deviation: CAP may only be flown for hexes
where an enemy attack is possible. For example, you
may not fly CAP during the port attack phase over
an empty port.
