Narvik raiders reducing port

Allied Narvik raiders kept attacking the port, reducing its capability and thus ability to reinforce and upgrade.
I replaced the garrison unit with the Oslo corps and have not had the problem for about 3 or 4 months now.

Anybody else have this experience?

I assume your playing the AI. Played many games as axis against AI and have never had allies attack Narvik. I agree map looks great. You use spirits or counters?
