This mod is on my list (bought it from Matrix) but my friend doesn't have it on his list (he bought his through Steam). Can he download this separately, or was sit part of a community pack?

It's not a campaign name I recognise. Is it possible you downloaded it from somewhere?

If you go to start the campaign, can you see the name of the designer in the info panel that appears on the right when you select it?

Hi Bill, yes I did and says you are the designer, but I did notice in the other mods it have another designer in parenthesis. This one doesn't, it just has your name. I don't recall downloading it separately. Could it be just a graphics counter and sound effects change?

I just had a thought, maybe you can email it to your opponent?

It should either be here:
C:\Users\[User Name]\Documents\My Games\Strategic Command WWII - War In Europe\Mods

Or

C:\Program Files (x86)\Matrix Games\Strategic Command WWII - War in Europe\Community Pack
(assuming yours is installed the same as mine).
