Trade Agreements not showing

I've noticed that in lending phase of this turn (JF 41) all trade agreements were showing as mandatory so I didn't adjust any trade. Now I'm unable to bring up the trade agreements screen. When I click on trade agreements nothing happens. This is how trade agreements look in the file. Is the line with 255,255 at the beginning causing a problem maybe?

I had this same issue in a game twice. I had to go back to a previous save where the trades were correct and copy all that code back into he same spot of the stuffed save. No idea how it happens to make them all mandatory.
