I must say I own WITE but I never practice multiplayer with it. What I like in the new victory system is that there is an incentive for German player to continue to play even after failing Barbarossa.

In another game I am playing, I always try to play to the end even if I am losing. In WITE2, I hope German player won't leave if they fail Barbarossa while 3 years remain to be played. The fun for Russian player is to defend but also hopefully to attack and destroy the Axis armies.

If Axis player leaves before the end, there is no fun for the Russian player.

I think the new system looks excellent. In terms of games being prematurely abandoned I think it will definitely help more inexperienced players on both sides to have an idea of where their game stands and will hopefully keep up the morale of an Axis player whose Barbarossa has misfired somewhat or a Soviet player who has been badly beaten up in those first few months and feels like there is no end to the punishment. In a 'less intended' way I think it also gives a framework for players to agree with each other that they don't want to play for the various shades of major/minor victory in 1945 and find a mutually agreed date (the October 43 check for example?) to declare the game 'drawn'.

That said unfortunately there will always some Axis players that either deliberately go into games with the intention of quitting if they haven't won by the end of 41 and also those who start off with much more honourable intentions but then find that by the time they are on the defensive in 1943 their interest in the game has waned and drop off the radar. I don't think there is a great deal the Devs can do about that unfortunately.
