Absurd rolls continue

There seems to be an issue with the rolls. I confess, I do a lot of save spamming while I am trying to get hold of the game, and there sometimes seems to be no way to get any close to the "promised land" of whatever dice + whatever stat. But here, I present you with an opposite. There was no chance in hell to get this rolled. Yet, voila! What gives?

Im in a big game where I ve cliented about 10 minors. I think potentially this is still over powered but still not sure.

In terms of what your seeing on the roll - I wonder if its taking account of "Talented Envoys" if you have it....do you have an advisor whos effect is not shown but included in the roll???

Well, some time has passed, so I have no memories regarding my having the "talented envoys", or not any more. My point stays: If a maximum possible roll, as displayed/shown to me on the decision making screen, may be different (here: higher, but I have a strong feeling I have seen it work otherwise, as in my save scamming forever and never hitting this roll that I "allegedly" could hit. Believe me, I can re-load a save many times. Many times. Maaany times. Yes. Many times.) from what I can actually roll, we are having a bug, or a... bug?
