Game Balance Vs History

Just line up and vote (can't figure out how to post a poll!).

Which would you prefer to have with WITP:

1. Game balance is entirely historical - IJN no chance of winning in the long run, and will generally loose if they aren't a much better player than the USN (like I feel UV is).

2. Game balance is ahistorical - is 50%/50% for each side to "win", whatever the victory conditions.

3. Don't care if there are both historical scenarios (UV scn 17) and better gameplay scenarios (UV scn 15 and 19).
