Number off Naval Mines

The tutorial says that each fully mobilized Major at war war can lay one Naval Mine plus an additional mine for each level of Naval Warfare. I was quite surprised when I ran into two Russian Naval Mines on turn two. So I tested it in a hot seat. Russia with Naval Warfare 0 could lay two mines. Austria and France could both lay one each. The two nations with Naval Warfare 1, UK and Germany, could both lay three. I don't understand... this is weird and definatly not what the manual says.

If you check in the Version Changes for the v1.00.03 Beta patch under the section 1914 Campaign AI Changes/Fixes it states; "Build Limits set for Naval Mines to 2 for each Major except for Serbia". So, basically AI Russia in your game got a gift of being able to set two naval minefields from the beginning of the war, thanks to a game patch that has come out since the original manual was printed.

I'm still new to the game and played around with the editor. I saw that Russia has a build limit of 2, all other Majors (except Serbia of course) have 1. Also Naval Warfare increases this value by 2 for each level. Guess I'll reedit these changes back to the original values, because the number off mines, especially for a single nations with Naval Warfare 2 strikes me as a little odd.
