Italian Supply Trucks Changed?

Maybe I did not see something on this.
They start with 2 and most of their units are 20 strength but none of them can use those trucks.

Did they get changed that they need 3 for all their units?

Tested Small Corps and Paratroopers.

Only a Marine and HQ can seem to access them, or a damaged small corps, have one at 10.

This happens in all scenarios, it is because of some decimal that we do not see, the last supply truck unit cannot always be used.

Well should just get rid of them then...if there are not 2...just make it 1.
