Interdiction Levels

The use of numbers to indicate the level of interdiction for a hex is too detailed. Numbers are needed for computations, but for the human commander I believe that words would better express real world conditions and interpretations.
Very Low(<=1), Low(2,3,4), Medium(5,6,7), High(8,9,10).

Very Low = Little Icon
Low = Light Color Icon
Medium = Color Icon
Heavy = Dark Color Icon
