Soviet Hiwis ?

Hi just looking through the manual and maybe I missed it but I see not details about Soviet Hiwis for Germany.
I'm on turn 3 currently and yes i now its only early days but I do have over 600000 thousand prisoners.
But I don't see in the production screen anything indicating details of Soviet Hiwis.

In Wite 1 Germany had access to Hiwis am I missing something for Wite2 are they under a different title for the new game ?

Look for Axis Generic on the manpower section of the production screen. These are your Hiwis. You will accumulate Hiwis in the manpower pool in 1941 and starting in 1942 they will start filling in for your support troops.

Why arent Vlasov men in ? They are Corps size. Honestly Grigsby could use sort of Decisive Case series approach to other stuff. i mean non linear theater boxes and some decisions trading stuff for VPs. like having earlier collaborator armies.
