Report Post and Ticket assigned to inactive user

After reporting a post (spam), I get a link to the ticket:
https://www.matrixgames.com/forums/ticket.asp?rid=3191

but the ticket is assigned to a user who has not been active since 2011:
https://www.matrixgames.com/forums/show ... emid=36416
