1944 Scenario Soviet IW

So, I know this scenario is supposed to be imbalanced, and it is. My question is, why do the Soviets get infantry weapons 3? The scenario is very weighted in favor of the allies even without that. They can't get it in any of the other scenarios. What is it supposed to represent? It isn't like Soviet infantry was better than German infantry or any of the other allied infantry. Without superior equipment, doctrine or performance, and with massive advantages already accruing to the Allied player from the situation, I really don't understand why infantry weapons 3 (which nobody else can even research and the Soviet player can't research in any other scenario) just happened to be added to this scenario.

Hopefully, the developers will see this thread because it might be another patch related error. There has been a problem noted with SC: War in Europe since the 1.20 patch with Soviet Armies and Corps being able to research up to Infantry Weapons Level 3.

Can you let me know what the actual title of the 1944 campaign you've been playing is?

I ask as there is no official 1944 campaign included with this game, so I'm a bit confused.
